If i compress below 4000Hz, it won't play in VLC anymore, and it sounds almost unlistenable, like a cell phone playing audio after you drop it in a toilet. And if you're going out of your way to engineer all this, and there's no chance the recipient is even going to be able to decode it, but you still want to do it for sentimental reasons; why not go full nerd and record the audio in analog instead of digital? Look at arduino floppy drive music; how with a bit of electronics and microcontroller fiddling you can move the drive head from track to track (there were 80 on a 3.5' floppy). Just choose a rotation speed that accommodates the length of the recording spread across all the 80 tracks, and then write the audio to it with the floppy drive's magnetic heads, as you would have written to magnetic tape.
For every full rotation you skip to the next track. It wlil be without synchronization and without spiral encoding so it will be impossible to playback without a glitch at every track change. But the audio will be all there. And because the 3.5' floppy was two-sided and the drive has a R/W head on either side, you can even do the whole thing in stereo.
